Emerald City presents an entire game world for Mutants & Masterminds, the superhero roleplaying game, so you need the base game. This is the softcover edition.
Set on “Earth Prime”, it describes a home for your superheroes and brand new places for adventures. The book covers a vibrant metropolis in the Pacific Northwest of the United States, where life used to be calm and predictable until the Silver Storm devastated the city and flooded it with beings with superpowers, and with threats. After the Storm, supercriminals threw away years of fragile peace, ready to settle old scores and claim the throne of the criminal world. Emerald City has no superteam to rely on: it is a city that needs heroes.
